Transition of NCIP IG Chairperson
Bailey-Hainer outlined the steps taken which have resulted in the nomination and approval of Candy Zemon as the new chair. With this call Candy Zemon is taking over the role as the NCIP IG Chair. The group welcomed Candy, and thanked Brenda for her service and contributions.
NCIP version 2 /NCIP Lite proposal
A sub-group made up of Bailey-Hainer, Koppel, Walsh, Zemon, Wanner, Davidson, and Bodfish meet on June 27 at ALA. Out of this meeting a draft proposal for NCIP version 2 was made, revised, and sent to Pat Stevens at NISO. Based on Pat Stevens’ response that a version 2 proposal at this time might provide enough excuse for vendors to not implement and be detrimental to the standard, the group decided to withdraw the version 2 proposal. In a follow up conference call the sub-group identified eight topics as desirable changes that that if treated as Implementers Agreement would address the most pressing issues of implementing NCIP and avoid the pitfalls of a version 2. The eight topics agreed upon are:

All should consider topics they are most interested or experienced in and volunteer to head up work prior to the Sept meeting. Volunteers should contact Zemon.
Plans for the Sept NCIP IG meeting
The group decided that three days will be necessary for the next meeting. The meeting dates are Sept 25 through 27. The National Library of Canada has hired a new staff member who will have the responsibility of chairing the ISO ILL group. It was agreed that this person should be invited to attend the Sept meeting and that the third day (Sept 27) would be the most appropriate for her to attend. It was also tentatively agreed that the Circulation Policy Exchange group would probably not meet in Sept. Details on the meeting hotel are on the NCIP website and have been posted to the NCIP listserv. The group agreed to accept Bailey-Hainer’s offer to host the traditional Monday night dinner.

Wrede relayed that Koppel requests that all participants finish and distribute their presentation outlines and materials ASAP.
SIP to NCIP crosswalk
Boetcher reported that another set of revisions are under review and that it should be distributed by the end of August.
NCIP Roadmap and Proposal for registry of schemes
Wrede will contact Bodfish separately.
Vendor reports and tools
Wrede reported that a “critical mass” of vendor reports have not been received since the March, 2006 meeting.

The call is scheduled for Thursday, September 7 at 9am PDT, 10am MDT, 11am CDT, and noon EDT. The main focus of this call will to be set a schedule for the Sept in person meeting. Polaris has volunteered to host this call.

In a follow up conference call the sub-group identified eight topics as desirable changes that that if treated as Implementers Agreement would address the most pressing issues of implementing NCIP and avoid the pitfalls of a version 2. The eight topics agreed upon are:
- Create an extension mechanism
- Create smaller messages: including making all schemes optional, getting rid of optional data elements, coming up with ways to request a list rather than individual message sets to iterate through a list.
- Replace the dtd with the schema
- Reduce the transport options to either https or TCP
- Fix the defects that have been reported
- Reduce number of profiles: fewer and simpler profiles, either along the current three-pronged model or along services (authenticate, request, etc.)
- Better implementers’ guides posted prominently
- Investigate scope of adding ILL functionality
Other Action items are:
- Zemon will distribute the withdrawn version 2 proposal to the NCIP listserv.
- Zemon will distribute the eight topics to the NCIP listserv.
- Wrede will distribute the reported defects to the NCIP listserv.
