Wanner announced that a presentation has been submitted for the LITA conference to be held in October 2009. The focus is to be NCIP success stories.
Wanner summarized the RMG Forum that was held at ALA mid-winter in January.
Some comments were made about NCIP not being implementable and about how
NCIP compliance should be certified. Wetzel asked how the Implementers Group should respond to the comments from the panel, especially the question of compliance. Wanner indicated that these should probably be addressed from community education and awareness efforts. “We have not achieved the awareness that we need,” she said. Walsh suggested that a brainstorming discussion should be scheduled for the April meeting. Campbell added that libraries often ask for NCIP as part of a new project, but they often cannot elaborate on their reasons. She suggested that compliance should be subdivided on functional lines. Wanner suggested that application profiles be revised and made more functional so that compliance could be based on them. Koppel said that the RFP guidelines first published by NISO in 2004-2005 are still being used even though they are out of date. He suggested that they should be updated.
Wanner summarized the RUSA/LAMA Remote Circulation Panel discussion also held at ALA mid-winter. She, Koppel, Sandy Westall (Innovative Interfaces), and Walsh participated as panelists. The discussion focused on how library policies may hinder interoperability efforts and how business and economic issues affect vendorsʼ implementations. A follow up discussion has been tentatively scheduled for the ALA annual meeting in July 2009.
Wanner announced that an article has been submitted for the NISO “Information Standards Quarterly” (ISQ) publication due out soon. The article is written as an interview with Wanner as the new chairperson of the Implementers Group, and it focuses on near term plans for NCIP.
Walsh reported on plans to migrate the current NCIP listserve from the current host (The Library Corporation) to NISO. He asked whether the subscriber list should be migrated or whether interested individuals should re-subscribe to the new list. Koppel and Wetzel recommending moving the subscriber list and allowing people the opportunity to unsubscribe.
Wanner asked the group to elaborate on goals for 2009. Walsh suggested that we should find ways to listen to and address concerns from public discussions like the RMG and RUSA panels. Wanner added that we should focus on changes to version 2.0. Wanner suggested that the list of changes to version 2 to be addressed in April should start with those issues identified during the balloting period late in 2008. Walsh volunteered to compile those suggestions and post to the list prior to the meeting. Wanner added that we should attempt to define the mechanism for extensions and publish lists of “known values” (where scheme-value pairs had been used previously). Bodfish indicated that we will need to define a process and mechanics for maintaining those lists once they have been published. Wetzel suggested treating the mechanics for extensions and for published lists as if they are the same until we find that there are enough differences to treat them separately. Wanner asked if anything special should be done to address self-service concerns. Walsh indicated that the issues from the balloting period should be sufficient as a starting point; any other issues will emerge (or re-emerge) as discussions proceed.
The next in-person meeting is planned for April 14-16, 2009, in Emeryville, CA. Innovative Interfaces has offered to host the meeting. The group agreed that we should plan for a 2 1/2 day meeting. Wanner indicated that Lynne Brown needs a head count of those planning to attend by mid-March.
