NCIP Standing Committee Minutes
July 18, 2013
Attendees:

Mike Dicus kicked off the call with a review and approval of minutes from the May and June calls.

Implementer Updates:
The Library Corporation (LS)
Juli Marsh reported that TLC went live with a Texas library & OCLC
AutoGraphics
Ted Koppel reported that AutoGraphics is working with Innovative and SirsiDynix on Mass VC.
They are currently testing with all systems
Ex Libris
Mike Dicus reported that ex Libris is testing with AutoGraphics with Alma, in the early stages but
expecting to wrap things up shortly
Polaris
Rob Gray reported that he has a number of things going on in TX, Mass, and other states.
Nothing firm to report right now though.*********************
LCF Initiative
Lori Ayre reported that she and John Bodfish met with Scott Hackstadt and Jim Hopwood of Biblioteca to
discuss LCF & NCIP and how the various standards bodies might work better together. All agreed that
aligning messages & data elements across protocols would be in everyone's interest. John Bodfish agreed
to do the initial review of NCIP and LCF messages and data elements. Discussion about possible ways
forward included using LCF as possible "meta" framework meaning that as we add new elements, various
ISO committees could work with LCF to bring related protocols into better alignment. The next step is to
talk to various folks in committees and in LCF community to see if this has any “legs”. Mick Fortune, who
has been very involved in the development of LCF, joined the call. Per Mick,the LCF documents in draft
stages but moving toward releasable version of LCF in Sept 2013. Mick represents Book Industry
Communication (BIC) in London which is a business oriented trade organization. BIC maintains LCF
which was developed to address the limitations of SIP when it comes to RFID. BIC and supporters of
LCF are very keen to rebuild relationships between BIC/LCF (UK) and NISO agencies. They stand
ready to give us whatever we need to work together.

NCIP.Info Site
Juli Marsh provided her findings on the NCIP.Info site. The general recommendations were to first
remove any old or irrelevant information.
● Update dates of meetings
● Remove dead links
● Update members list
The next recommendation is to define who the audience is for this site. Juli suggested this be more of a
marketing type of outlet to appeal to the library staff members who need to make the decision of what
standard to purchase, what it can do for them, etc, as opposed to a developer friendly site. Juli also
recommended some changes which had been discussed at the in person meeting in April 2013.
● Add a blog section
● Upload presentations given by members of the group
● Add a cost calculator for NCIP savings
● In general improve the usability and flow
● Should have 2 or 3 NCIP SC members providing content to keep the site updated and relevant
Rob Walsh with Envisionware is the current Admin. The site is hosted on a free site called Weebly. It
has a very simple maintenance interface. It is currently registered to Rob. It can be setup for multiple
members to maintain it as editors. It was agreed that Rob would provide Juli with access so she could
begin to make some of the initial updates. Lori Ayre expressed interest in adding content. Lori pointedout that libraries don’t understand what NCIP is, or why they should purchase it. We need to answer
these types of questions for them.
Ted Koppel expressed concern for how to get this information out there. Nettie Lagace indicated a press
release from NISO was a possibility. Ted seconded the need to define our audience. We need to
interpret what sections of application profiles do for the end users.

NCIP Maint Agency Dissolution
Since activity of the maintenance agency is being taken over by members of the committee, there is no
longer need of “maintenance agency”. We had been hoping to vote on the call, but lost our quorum.
Nettie Lagace created a ballot on the NISO site. Voting ends Sunday, July 28, 2013. Nettie Lagace will
take the results to the Discovery to Delivery Committee for final approval.

Dissolve the NCIP Maintenance Agency
Notes regarding conversation about dissolution of maintenance agency.
It is an entity (not a person).
Responsibilities can easily be distributed.
No formal delegation, it would become the committees responsibility as a whole, and the entire committee
becomes accountable.
Nettie Lagace has provided a link to the NISO info to help understand the procedures. Please refer to the
specific section that discusses Maintenance Agencies and Standing Committees (Section 7.2).

Operating Procedures discussed in regards to number of votes needed on ballot. 14 voting companies
(need 8 for an affirmative) Lori pointed out to please confirm this won’t change the committee, just the
“name”, Nettie Lagace agreed to do so.

Lori Ayre has invited Brendan Gallagher with ByWater Solutions to join the group after Brendan showed
an interest in participating.

Next In Person Meeting
Tentatively set for October 2013. The group is narrowing down to Tuesday Wednesday, October 89,
2013. All tentative host locations offered at the last in person meeting, MIke Dicus with Ex Libris, LoriAyre with Galecia, and Peter Collins with Univ of Penn had all expressed interest. During the meeting
Kelli Benitez with TLC in Denver tossed their location in the hat as well. The group seemed favorable,
Kelli Benitez will confirm and let us know.
